Does buying a business guarantee a visa?

No. Acquiring a business does not itself secure approval. Both the business and the applicant must meet the relevant visa requirements.

Is an intracompany transfer visa permanent residence?

Nonimmigrant status and permanent residence are separate. A future permanent residence application needs its own eligibility and procedural review.
