What was announced?
The August 5 notice describes a pilot allowing certain applicants refused on public charge grounds to seek a USCIS Public Charge Bond. Other visa eligibility requirements still apply.

This is not a universal upfront fee. A consular officer notifies selected applicants and determines the amount case by case. The notice says currently valid visas are unaffected.
